James H. “Jim” Bailey, previously a partner in two international law firms, has maintained his own law consultancy since 1996 and has spent his professional life alternating work between the government and private sectors. Bailey’s government work included service as Special Assistant to President of the United States Bill Clinton, reporting directly to the President’s Chief of Staff (principal staff assistant to the President on all nominations and appointments in the fields of science, energy, environment, natural resources and agriculture); Legal Adviser to the Chairman of the Federal Energy Regulatory Commission; Oklahoma’s State Conservation Attorney (regulating the exploration & production of the state’s hydrocarbons, including environmental consequences) and General Counsel of the Oklahoma Corporation Commission (providing utility consumer protection functions); Executive Assistant to the Chairman of the Wisconsin Public Service Commission; Research & Development Vice President of the United States Enrichment Corporation (enriching uranium for electric power generation); Wisconsin Assistant Attorney General; and as an Infantry Officer in the U.S. Army.
Bailey counsels for-profit and not-for-profit clients on strategic business matters, including corporate governance, organization and operations, as well as in merger & acquisition transactions and cross-border opportunities. Also, he advises clients on strategic planning and execution for interactions with various communities with which clients must deal, notably including governments at the local, state and federal levels.
Bailey has long promoted dispute resolution mechanisms other than court litigation. He serves as a member of the American Arbitration Association’s Large, Complex Case Panel of Neutrals, was Founding Chairman of the AAA’s National Energy Panel and is a court-certified mediator.
His private sector work, in addition to his private law consultancy, has included being Deputy General Counsel for ARKLA, Inc., then one of the nation’s largest integrated natural gas companies; Vice President and Deputy General Counsel for Selective Insurance Group, Inc., a super-regional property & casualty insurance company; and National Director of Regulated Industries for Arthur Andersen Economic Consulting.
Bailey has engaged in various leadership activities in support of the Wisconsin and Oklahoma State Bar Associations, in the Federal Energy Bar Association and in the American Bar Association.
Bailey, a graduate of the Marquette University Law School, is a member of the National Eagle Scout Association and served as an Infantry Officer in the United States Army from 1969-1971.
