James H. “Jim” Bailey, married to Liz Allen Bailey maintains his own law consultancy and has spent his professional life alternating work between the government and private sectors.  His subject matter experience has been focused in oil & gas exploration and production; natural gas transmission and distribution; electric power generation, transmission & distribution, including matters relating to the nuclear fuel cycle; telephonic and broadband communications, including satellite and fiber-optic transmission; and property & casualty insurance.

Bailey counsels for-profit and non-profit clients on strategic business matters, including corporate governance, organization and operations, as well as in merger & acquisition transactions and cross-border opportunities.  Also, he advises clients on strategic planning and execution for interactions with various communities with which clients must deal, notably including governments at the local, state and federal levels.

Bailey, a selected member of the American Arbitration Association’s Large, Complex Case Panel of Neutrals, was Founding Chairman of the AAA’s National Energy Panel

His private sector work, in addition to his private law consultancy, has included being Deputy General Counsel for ARKLA, Inc., then one of the nation’s largest integrated natural gas companies; Vice President and Deputy General Counsel for Selective Insurance Group, Inc., a super-regional property & casualty insurance company; and National Director of Regulated Industries for Arthur Andersen Economic Consulting.  Formerly, Bailey was a Partner in the law firms of Mudge, Rose, Guthrie, Alexander & Ferdon, and Heller, Ehrman, White & McAuliffe.

Bailey’s government work included service as Special Assistant to the President of the United States (Clinton Administration), reporting directly to the President’s Chief of Staff; as Legal Adviser to the Chairman of the U.S. Federal Energy Regulatory Commission (Carter Administration); State Conservation Attorney and General Counsel, Oklahoma Corporation Commission; Executive Assistant to the Chairman of the Wisconsin Public Service Commission; Vice President of Research & Development of the U.S. Enrichment Corporation (enriching uranium); and Wisconsin Assistant Attorney General.

Bailey has engaged in various leadership activities in support of the Wisconsin and Oklahoma State Bar Associations, in the Federal Energy Bar Association and in the American Bar Association, where Bailey has been listed in the ABA leadership Red Book for over 30 years.

Bailey, a graduate of the Marquette University Law School, is a member of the National Eagle Scout Association and served as an Infantry Officer in the United States Army from 1969-1971.
